国際交流におけるCOVID-19(新型コロナウイルス感染症)の大学対応

コロナ(COVID-19)禍の先行きについては未だ予断を許さない現況下、本学国際交流活動については慎重を期する必要があります。本活動は国境を越える人の往来が関わるため、日本政府を始め関係各国政府の国境管理と感染対策が活動の第一指針となり、そこに関係各大学の派遣及び受け入れ事情、体制並びに方針が加味されることとなります。換言しますと、活動参加者の安心と安全を確保するためのこれら諸条件が満たされて初めて可能となるのが国際交流です。本学国際交流活動は、少なくとも下記諸条件を満たしていると確認した上で、短期長期を問わず案件毎に慎重な学内審議を経て実施していくこととします。

• 日本政府及び本学の定める感染症拡大防止策を確実に実施できること（交流実施時に最新のものを適用）。
• 当該国際交流実施相手国において、外務省が発出している感染症危険レベルが、レベル２（不要不急の渡航は止めてください。）未満であること。

With the future of the current COVID-19 pandemic still unpredictable, we should be taking great care and exercising caution when reactivating our presently interrupted international exchange activities.

Since they involve people coming and going beyond borders, our first priority will be paying attention to and observing border and infection control measures taken by the governments of Japan as well as the countries involved. On top of that, we need to take into account the circumstances, policies and readiness of both dispatching and hosting universities. In other words, it is only after making sure safety and security of the participants that our international exchange activities become feasible. Therefore, we make it a rule to undergo careful on-campus deliberations on each case of exchange program prior to its implementation making sure that it meets at least the following conditions, whether it is short-term or long-term.

The conditions:

• To be able to implement the latest infection control measures set out by both The Japanese Government and Tsurumi University
• The risk level of infectious diseases in the partner country is below Level 2 (= refrain from making unnecessary travels abroad) according to Ministry of Foreign Affairs of Japan.
